dynaTRON is a german company, specialized in IT products. The models DC800 and DC2000 were the only ones they marketed. Inc. in Taiwan, where most of their products came from. To determine the year of manufacturing it is very helpful to take a look at the serial number of these devices. In this case the serial number starts with '99', thus indicating that the model was built in 1999.
